- The Plan Supervisor has discretion to consider all relevant experience and qualifications
4. Registration Details

- Renewal requires payment of annual fee and continued compliance
- Registrants must:
- Maintain a diary or similar record in acceptable format
- Keep records of post-registration training
- Notify the Plan Supervisor of any change in private address
- Submit assessment diaries during renewal or upon request
5. Three-Tier Grading System
- SDAB: Area Explicit Expert (basic level)
- Lead SDAB: Area Explicit Expert qualified to lead teams and supervise trainees
- Licensed Coach: Licensed to provide training to Lead and nominal SDABs
6. Qualification Pathways
To ensure registered Area Explicit Experts (SDABs) possess both theoretical knowledge and practical capability, the Plan recognizes multiple, equally valid pathways to demonstrate core competency. All pathways, however, must be supplemented by verifiable, relevant practical experience.
Pathway A: Professional Discipline Qualification
This pathway is designed for individuals with formal, recognized expertise in the core technical or scientific discipline of the sector.
- Requirement: A professional qualification in a discipline directly relevant to the scope of work of an SDAB. The “appropriate level” is determined by the Plan Supervisor in consultation with industry benchmarks but typically equates to a Level 5 (Foundation degree/HND) or above on the national qualifications framework, or its international equivalent.
- Examples: A Chartered Engineer (CEng) for an engineering sector, a Member of the Royal Institution of Chartered Surveyors (MRICS) for a built environment sector, or a certified Senior Laboratory Analyst for a scientific testing sector.
- Evidence: Applicants must provide certified copies of qualification certificates and, where applicable, proof of current membership in good standing with the awarding professional body.
Pathway B: Management Qualification with Academic/Professional Certification
This pathway recognizes the importance of systematic management, planning, and oversight skills, particularly for those aiming for Lead SDAB or Licensed Coach grades.
- Requirement: A qualification in a relevant management discipline (e.g., project management, quality management, operations management) at degree level or an equivalent professional certification.
- Examples: A bachelor’s or master’s degree in Project Management, a PRINCE2 Practitioner certification, a Certified Quality Manager (CQM) credential, or a NEBOSH National Diploma in Occupational Health and Safety.
- Evidence: Applicants must provide certified copies of degree certificates or professional certification awards. The Plan Supervisor will assess the relevance and rigour of the management qualification to the sector’s specific needs.
Pathway C: Completion of an Approved Course
This pathway provides an accessible route for highly experienced practitioners who may not hold formal tertiary qualifications but who can demonstrate comprehensive knowledge through a prescribed course of study.
- Requirement: Successful completion of a training course registered and approved under Section 7 of this Plan. The course must comprehensively cover the Standard Course Content outlined in Appendix 1.
- Evidence: Applicants must provide a certificate of successful completion from the registered training organization, along with transcripts or results from the final examination/assessment, proving they have met the required standard.
Mandatory Supplement: Relevant Practical Experience
Crucially, none of the above academic or training pathways alone are sufficient for enrollment. All applicants must demonstrate a substantive period of practical, applied experience.
- Nature of Experience: This must be hands-on experience in the sector, “beyond training.” It involves the direct application of knowledge, problem-solving in real-world scenarios, and decision-making with consequential outcomes. Supervised training periods or internships may only count for a portion of this requirement.
- Duration: While not rigidly fixed in this document, the expected duration is typically a minimum of two to three years of relevant, post-qualification (or equivalent) experience. The Plan Supervisor evaluates the depth, breadth, and complexity of the experience provided.
- Evidence: Applicants must document this experience in a structured format, such as the required professional diary or a detailed CV with verifiable references. The documentation should describe roles, responsibilities, key projects, and specific examples of work undertaken. The Plan Supervisor may contact referees to validate the claims.
Assessment by the Plan Supervisor
The Plan Supervisor holds ultimate discretion in assessing the suitability of any combination of qualifications and experience. They will evaluate whether the applicant’s entire profile—the chosen pathway plus their practical experience—demonstrates the integrated competency, judgement, and professional maturity required to uphold the standards of the Register and protect the public interest. The grading applied (SDAB, Lead SDAB, Licensed Coach) will be directly influenced by the level of responsibility evidenced in the applicant’s practical experience.

1. Definitions and Terminology
This module establishes a common language. It covers the precise definitions of key terms used within the specific sector, the Scope of Practice for an SDAB, and clarifies the roles and distinctions between SDAB, Lead SDAB, and Licensed Coach grades. Understanding this foundational vocabulary is critical for clear communication and professional consistency.
2. Methodologies
Candidates must be instructed in the core technical and procedural methodologies relevant to their area of expertise. This includes industry-standard approaches, best practices for assessment and evaluation, systematic problem-solving frameworks, and the correct application of sector-specific tools and techniques. The module emphasizes evidence-based and repeatable methods.
3. Legal Definitions and Current Legal Restrictions
This essential component ensures professionals operate within the legal framework. It covers the specific legislation, regulations, and statutory duties governing the sector. Key topics include Health and Safety at Work obligations, data protection and privacy laws (e.g., GDPR), industry-specific compliance requirements, and understanding the legal concepts of duty of care, liability, and negligence.
4. Ethics and Professional Conduct
Beyond legal compliance, this module addresses the moral principles guiding professional behavior. It explores common ethical dilemmas in the sector, principles of integrity, impartiality, and confidentiality. It directly links to the Sector’s Code of Conduct, teaching candidates how to identify, analyze, and resolve ethical conflicts in their work.
5. Public Perceptions and Expectations
Professionals must understand their social context. This section examines how the public views the sector, common concerns or misconceptions (“chilling effects”), and the importance of maintaining public trust. It covers professional image, effective communication with clients and the public, and managing expectations transparently.
6. Contractual Matters
SDABs must understand the commercial and legal boundaries of their engagements. This module covers the basics of contract law as it applies to service agreements, including terms of engagement, scope of work, deliverables, fees, and termination clauses. It highlights the importance of clear, written agreements to prevent disputes.
7. Professional and Trade Bodies
Candidates are introduced to the ecosystem of professional regulation and support. This includes the role of the Sector Professionals Register itself, other relevant chartered institutes, trade associations, and unions. It explains the benefits and obligations of professional membership and the concept of continuous professional development (CPD).
8. Published Standards
Work must align with established benchmarks. This module details the national, international, and industry-specific standards (e.g., ISO standards, British Standards, sector-specific codes) that define quality, safety, and performance. Candidates learn how to access, interpret, and apply these standards in their practical work.
9. Code of Conduct
This is a deep dive into the mandatory Code of Conduct for registered SDABs. It moves from the general ethics module to the specific rules governing behavior, conflicts of interest, advertising, complaints handling, and the consequences of breaches. Candidates must demonstrate their understanding of each clause.
10. Record-Keeping Requirements
The Plan mandates meticulous documentation. This section specifies the required format, content, and retention periods for the professional diary and other records. It covers the importance of accuracy, contemporaneous note-taking, confidentiality of records, and the submission of these documents for audit or re-enrollment purposes.
11. Examination/Assessment
Finally, the course must include a robust assessment to verify knowledge transfer and comprehension. This typically culminates in a formal examination that tests candidates on all preceding modules. The assessment format and pass mark must be approved by the Plan Supervisor to ensure it validly measures competency against the course objectives.
Total estimated guided learning hours and the depth of coverage for each module are subject to approval by the Plan Supervisor based on the complexity of the specific sector.
The plan emphasizes professional standards, ethical practice, and ongoing competency maintenance to ensure public protection and confidence in registered Area Explicit Experts.
